Cosmetic law revision on Expiry date & all ingredients listing on the package

KFDA announced that Cosmetics law will be revised on July 26. This partial revision of cosmetics law was proposed by Ahn Myung-Ok, a member of National Assembly, on June 12, 2007. we think this cosmetics revision will be enforced in early next year.
So we would like to explain the changes of the partial revision of cosmetics law briefly as follows;
A) Expiry Date for cosmetics
- "Expiry Date" must be indicated and labeled on the cosmetics instead of "Manufacturing Date"
currently indicated on the cosmetics.
1) Our opinion for indicating "Expiry Date" instead of "Manufacturing Date" on the cosmetics
- It may be good for both cosmetics importers and consumers.
- If a product was produced in December 2005, our consumers didn't buy this product
because it is nearly 2 years old.
(currently, importers are required to indicate Manufacturing date on the package),
- However, if the cosmetics law will be revised soon, we can indicate only the "Expiry date"
instead of indicating "Manufacturing Date",
for example as "December 2008", on the package.
In this way, consumers will buy this product because the product is still within expiration date.
2) Result
- We think it will bring the good result for selling our old stock at the warehouse.
B) Full ingredient listing on the package in Korean
- Full ingredients listing on the package will be applied to all cosmetics.
- The listing on full ingredients must be indicated in Korean on the package.
1) Our opinion for indicating full ingredients on the package
- Importers will have big burden for full ingredients listing on the package in Korean
because cosmetics is luxury product.
- If we, importers, indicate full ingredients on the package,
the cosmetics will not look like a cosmetics anymore.
- It will look like a trash because of larger size label with too many letters.
2) Result
- It may be a big burden (expense, label size, labor expense and etc.) for cosmetics importers.
- It is not a simple job for the importers to translate all the ingredients in Korean
because sometimes the ingredient names in Korean are totally different from English name .
- It may take long time to translate in Korean ingredient name for preparing Korean label.
